The following persons shall be eligible to be appointed as Chairman and Member of the Commission:- (a) Madheshi who have contributed for at least ten years in the field of human rights or law in the field of protection, promotion and empowerment of the Madheshi community,
(b)   Having obtained a graduation degree from a recognized university,
(c) not being a member of any political party at the time of appointment,
(d)   having attained the age of forty-five years,
(e) Of high moral character.
